A few years ago a team of elders and ministers asked me to assess why their ministry system was not working. They had done all the right things for a few years running. They had read They Smell Like Sheep and led the congregation through the study. The elders had made the philosophical shift from board to shepherds and shared a deep commitment to be spiritual leaders. In many respects this congregation was functioning at a level far beyond what most evangelical-type congregations hope to achieve. But they knew the transition they longed for was not happening.
